Who controls setup of Xfinity community wifi?

I recently moved into an apartment community that uses xfinity community wifi. The community managers do not seem to understand how the internet works, as they did not accurately describe how the internet was delivered to the unit. Who manages the private xfinity network in the unit? Is it the community management or xfinity? I was initially told I would have some degree of control but it turns out I do not as there is no dedicated modem and I cannot set up my own router either.

My current issue is the above mentioned inability to setup my own router but also that the unit wired internet is not on the same network as the unit wireless network. But also the plan was supposed to provide me with 1gbs down but it seems like as more people move into the building my speed is dropping and I am down to 1mbs down.
