Snapping makes playhead skip over short clips — any fix

Why is it that I can easily scroll through the timeline and position the playhead precisely over small clips when snapping is disabled, but as soon as I enable snapping, the playhead jumps from the start to the end of a clip, making fine adjustments impossible?
