$15 "Ultimate Gift Card" for delayed compensation - useful anywhere?

Does anybody know if the $15 card Qantas gives out for compensation due to delays, can be used outside of the airport?

They appear like a regular gift card, but I'm not sure if they're somehow 'region locked' as it were, to airports.
