How to deal with Phil?

So it’s around the months before Christoper dies, Phil is being a hard ass. Let’s say you’re Tony, what’s your strategy to actually appease Phil and get back in good graces with NY? Is it even possible? Would Phil ever get over his brother (whatever happened there) or did Tony kinda doom himself to Phil’s ire after he shot Blundetto?
