PC Turns On / Fans Spin - No Display or Power to Keyboard/Mouse

I am in the process of upgrade my computer. I am using the same M2 SSD, Power Supply, and Graphics Card. All other components are new, with the exception of the RAM being bought used from Ebay

I have ensured that everything is plugged in properly. When I turn on the PC, the light turns on and fans spin, and I can hear my HDD spinning up as well. But I do not get any response on screen - does not even show "no display". My Keyboard and Mouse also are not lighting up.

What should my next steps be? Would taking out the CMOS battery for a couple minutes to reset the BIOS be a good idea?
