Is there no keyboard shortcut to switch between windows of a fullscreen app?

In an app with multiple windows open, I'm used to using command-tilde to switch between open windows. I actually like the fullscreen app functionality introduced in Lion, but it appears to be useless when dealing with multiple window apps. For some reason command-tilde doesn't work, and there is no replacement to that functionality. Do power users just not use fullscreen apps?

I switch between full screen apps using a 3 finger swipe—does that only work app to app, as opposed to window to window?

That works fine, but it's not the same thing as command-tilde, and it's much slower and less ergonomic for me.

I nearly never use fullscreen because I'm too used to hiding apps. But that's very old-timey Mac behavior and I do think the full screen mode is easier for new Mac users, especially with trackpad gestures.

In something like Safari or Finder (in Mavericks) you could use Window>Merge All Windows to merge all the windows into tabs of the fullscreen window.

Actually, I see in Safari if I open a non-browser window (like Preferences, which might be the only one) then command-tilde does work.

But I suppose it is best described as full-screen windows, not full-screen apps.

Well you could even have different Safari windows in different full-screen spaces.

I like to use hot corners for Mission Control (once called Exposé) stuff.

Toss the pointer top right, it's all windows. ⌘-Bottom right it's the desktop. ⌘-Top left is Launchpad (mainly to keep track of large App store installations)

My problem is both App Expose and CMD+Tilde don't work with fullscreen apps. I know the shortcuts for moving between spaces but it's really not the same functionality. I guess I'm forced to only use fullscreen for apps with one window.

I'm talking about having multiple windows open within one application, with one or more of them being fullscreen. So if I have two documents open in a word processor, both of them fullscreen, CMD+TAB still only show just the application. For a power user the trackpad gestures and CTRL+left/right are not a replacement for the usefulness of CMD+TAB and CMD+Tilde.
