Why are the Sixers allowed to do this?

Multiple Hawks media members pointed out that the Sixers had Joel Embiid listed as OUT all the way up until the morning of their game against the Hawks yesterday, when all of a sudden they updated his status to QUESTIONABLE.

Maybe I haven't been paying attention enough, but I don't think I've ever seen a team be able to switch a player's status once they have been listed as OUT for a game.

If the Sixers knew he had even the smallest chance to play in the days leading to the game, shouldn't he have been listed as DOUBTFUL?

Why are the Sixers allowed to just cheat the system like this? Does the league not care?

Why don't more teams do this then if no one seems to care that the Sixers can simply lie about the status of their player's availability?
