Question about CR bathrooms

More than once now on I have been on a commuter rail train into Boston where they’ve had passengers restricted to certain cars and none of those cars had bathrooms. Is it crazy to expect that on a 1 hour+ trip that they would prioritize having an available bathroom? Is this the norm?
