Upgrade GPU vs. upgrade CPU + RAM + motherboard

Build Upgrade

Hi! I have saved some money and starting to panic about prices. My PC is Intel i9 9900k / 32 GB DDR4 / RTX 3090. I play singleplayer games on 4K/144 monitor and my favorite one is "Cyberpunk 2077". I am happy with what I have, but want path tracing and modern DLSS with 60+ FPS. I see two routes:

  1. RTX 5080.

  2. New motherboard + AMD 9800X3D + 64 GB DDR5.

But are both wrong? RTX 5080 is cool, but I doubt it will give me what I want with 9900K, and beyond DLSS it's not that great upgrade. New CPU is cool (also, you know, literally), but at the best case it will add bunch of FPS (notice 4K) and fix 0,1% and 1% fluctations, feels more like a foundation for RTX 6xxx future.

So, what are your thoughts?

Also, is my current power supply "Corsair HX1200" (not HX1200i) is fine for my plans?
