Sinners Assist-Attacking with EGO?

In Canto 9 Part 3, I've had sinners who keep using their Zayin EGO despite not being commanded to. When they do this, they have unique voice lines.

Meursault's chains is something like "This shall reduce the enemy's effectiveness" instead of "The Multitude tightens its hold"

Outis says "it is time to put an end to this. Fire point-blank!" instead of "The Odyssey has a purpose"

Don also did it ... But I didn't pay attention to voice line

Is there a passive in these fights that I'm not seeing? Is this a core mechanic I've somehow avoided learning?
