Remote contract but employer is locking promotions behind office attendance

Hi,

As the title says: everyone in my current department is on a remote contract. My boss has clearly stated that there is limited room for progression, however in the event that a job role would open up to be promoted, this would also come with the added caveat of no longer being fully remote, and requiring office attendance. The office is in London however, with a majority of colleagues living at the other side of the country.

I'm just curious on if there's anything that can be done from my end to argue this point, as people are working remotely for a reason, and while some colleagues are happy to stay where they are, I don't think locking progression behind a change in working circumstance is overly fair. While I'm sure the job can just do whatever they want within reason, I am really just wondering if there's any way this can be argued?

Thanks for any help
