Indian passport renewal - UK - can I book in Edinburgh even if I don't reside in Scotland.

I reside in Nottingham - all the slots for HCI Birmingham are booked for the next month or two.

Would it be allowed to book for HCI Edinburgh which has plenty appointment slots available? Or would I need to be resident in Scotland to book appointments for HCI Edinburgh?

Thanks
