Untangling ability text: Saiko Yonebayashi 026 (Tokyo Ghoul)

Can someone help untangle what the heck her abilities do and when/how you could use them?

This may be be most confusing TCG card I’ve ever read and the Q&A on the [card’s official page](https://www.unionarena-tcg.com/na/cardlist/detail\_iframe.php?card\_no=UE18BT/TKG-1-026) is no help.

Thank you!!
