[LOTDK] Soft-locked out of the 100% due to a bug. Any way to restart side missions?

not a literal soft-lock per se, but the game seems to have made a mission uncompleteable for me no matter how many times i re-enter the area or restart the game.

In my case it's the Waylon Jones questline, pretty sure the second to last one. I've looked at a walkthrough for it online, and i'm supposed to scan a chemical and follow it to a garbage bin. The thing is, I'm getting really close to clearing the map, so I'm only now focusing on the achievements unrelated to it. I'm not sure if it's because of some bad timing input, but right as I was about to analyze the chemical, I got a crime alert and decided to prioritize it. (I'd been ignoring them for most of the campaign and hub completion, so I had to catch up on the thirty crimes stopped needed for the achievement.)

Problem is, I came back and the button prompt just doesn't appear. Mission guide in the corner is permanently stuck displaying 2/4 whenever I enter the area. Detective Bullock just tells me to hurry up, can't talk to the cleaning guy again, and nothing I do surrounding the chemical works. I can't investigate or use the UV lights or nothing. The scan even shows me the item lying under the garbage I'm supposed to examine after this, but I can't get to it without the other step.

Just a general complaint, I guess. I have like half an area left aside from this questline, with the game set at 95%. I opened the game again today hoping the prompt would appear, but nothing.

It's no secret the game is buggy, but did anyone run into something similar and get through it? Feels a bit disappointing having to drop the game knowing I can't actually get the 100% anymore.
