Cat peeing in front of litter box

Help! One of my cats keeps peeing on the bathroom rug which is across from the litter box. She kept peeing on the old rug that was there so I threw it out. Did some deep cleaning across a week with peroxide, Clorox urine spray, and finished up with cat attack spray. She didn’t pee on the bare floor so I put the new rugs out and sprayed Cat Attack on them. All seemed well for a few days until just now when I discovered pee in the same spot along the tub on the brand new rug.

She has had issues with marking in the past before we rehomed our bully cat, but we deep cleaned/removed the carpet in the problem areas and thought that solved the issue. We assumed that she was peeing outside of the litter box (we have 2) because it wasn’t clean enough for her so we made sure to go no more than 48 hours between cleaning. I’m so incredibly frustrated. She apparently will only pee if there is a rug/towel down in that spot, but the litter box was cleaned less than 24 hours ago!
