How to teach puppy he can’t say hi to everyone he meets when 75% of people see cute puppy and pet without asking?

I get it. He looks like a little teddy bear, he’s adorable, and his tail is wagging in desperation to meet you. But I literally can’t walk by people on the sidewalk without him trying to stop and sniff and get pets.
