Questions about visible animation frames in a game

Discussion

I want to make a game where animations arent fluid, kind of like Spiderverse or older animes, where you can see every individual movement but it still blends together enough to give the illusion of motion.

This makes me question tho, how do i keep things on the same timing? If two people start running at the same time (very unlikely) their frames will be in time with eachother (or close to) making it seem like therye both operating on the same FPS, but if one starts running while the other is halfway through frame 1, the two will constantly be switching between eachother each frame which ruins the asthetic and also brings attention AWAY from the animation and just to the frame timing.

Also, would this even be fun? i can see it getting slightly annoying when someones head moves an inch between each frame and messes up your aim (this would be DRASTICALLY increased at farther ranges) and might make it harder to read peoples movement (i do want this, as it keeps gameplay organic, but i dont think a lot of people would like it. what are your thoughts?
