Cut content

I came across the shack with the 2 burned bodies outside that was situated behind 'Bear's Cave Mill'. Apparently, there is a mod to include it in the game but I was wondering if it was intended to be a quest or just another character/location to be added. The note left behind leads me to believe it was a miscellaneous quest but from what I've seen online, it's only a new location and character with added guard dialogue.
