Weather issues - lights flashing - what's the procedure

OK, this weekend was kinda stormy and the power to the town was affected. Earlier in teh day, all of the power was out and the police put up temporary stop signs at all 4 spots going into the intersection. The lights in each direction were flashing red.

Later in the day, the stop signs had been removed and the light for the red car (me) was flashing red. I'd waited for the car in front of Blue to drive through the insection, then I took my turn. Blue car was travelling slowly, but didn't stop. He honked at me, but ultimately slotted in behind me as all traffic was moving slowly.

Turns out, Blue had a Flashing Yellow (which I couldn't see until I had made my right turn and looked in the mirror). I understand that Blue was not required to stop and that I was in the wrong as I had a flashing red.

My question is that how is one to know what kind of light the East-West traffic had? I guess I was going with what was going on earlier in the day when all 4 spots had flashing red.

Note that the East-West road is a much busier road than the North-South road that I was on. Was I to assume that Blue's light was flashing yellow because it's the main road?

I can't really recall ever encountering this situation ever before. I guess some intersections have better visibility where drivers can see the lights for both directions, but the one that I was at, there's no way to see what lights they had. Should I have just assumed that they had flashing yellows?
