You do realize that that accumulation happens because snow plows push and then leave snow mounds around garbage cans, right?
But hoping people are stupid is generally a safe bet, so your working the odds was a 6/10 idea.

People throw cigarette butts on the ground because they get swept up/vacuumed every night during the summer.
In the winter, this doesn't happen, so when the snow melts the streets look shitty for a few weeks. This isn't really a problem, but it does cause a bunch of whining on social media from self-righteous non-smokers.
Note: I'm a non-smoker.
Honestly, man, you have better things to do with your time. If it bugs you, get a broom out.

Those things are also usually full (ashtray compartment) and I've seen one burned down most likely from a cigarette put into the actual trash compartment.
And you're right. It doesn't seem to bother people enough to grab a broom. That would require actual work.
