Apparently there are redditor felons in Washington that don't care for their new I-594 law.

I like the irony of this conversation. The only way this poster is taking advantage of not having this new law be the law is that they're a felon who wants to buy a gun through a loophole. Therefor if this law effects them we can conclude they're a convicted felon who wants guns. Sometimes I wish I was in the gun business, I could put a whole family of children through college with the logic of some of these people.

That's incorrect. This law affects 100% of Washington State citizens. I assure you that 100% of Washington citizens are not convicted felons. The effects on private sales are:
TL;DR: If the guy you're attacking in this thread buys within the next 30 days (before the law goes into effect), he can save hundreds of dollars on the price. The desire to save hundreds of dollars on any given purchase is not something that is unique to felons.
You now have to pay for a federal background check, even if you have already been through the local, county, state and federal background checks required to obtain your handgun license.
A bit misleading, but true. You have to go through a dealer who will conduct the check for you and may charge a fee for it. It's pretty unlikely that a dealer will just do it for free, but they're not required to charge for it.
You now have to pay for the services of a third party (like a notary) to file the new forms.
False. The dealer will submit the paper work for you. It operates the same as if you're buying directly from the dealer.
You now have to pay state sales tax on the value of the gun you're buying. That's another thing the notary helps with.
Also false. From Section 10:
The tax imposed by RCW 82.08.020 does not apply to the sale or transfer of any firearms between two unlicensed persons if the unlicensed persons have complied with all background check requirements of chapter 9.41 RCW.
@1 and 2: if it takes time or effort, the FFL will probably charge you. If the FFL incurs a cost during your transaction, you should expect to have that cost passed on to you. Folks do FFL stuff to make a buck, not as a public service.
@3: Glad to hear it, paying sales tax on an FFL transfer is so routine to me, I assumed.
Oh, I agree, I doubt any FFL will do the transfer for free. I'm just saying the law, itself, doesn't mandate you have to pay for it.
"I'm going to legally do something that is legal to do, before the new law that outlaws it goes into effect."
How is this a felony again?
