Another good commentary is on pagunblog:

This is not about background checks. It’s about backdoor universal registration, and extinguishing the gun culture by eliminating the ability to even shoot with a friend and try each other’s firearms. The restrictions on transfer (not just change of title or sale) in the Washington initiative would essentially make it impossible to bring new shooters into the gun culture. Washington gun owners only hope now is that the authorities won’t actively go after marginal cases. But now, as gun owners, you’ll constantly be at the mercy of prosecutors and law enforcement any time you let someone else shoot your guns outside of the very narrowly defined exceptions.

I-594 was an attack to marginalize gun owners and gun culture by making illegal (or regulating out of existence) typical behaviors of gun owners. The devil was in the details and no low-information voter cares about details -- it was tailor-made for sound-bite based, feel-good voting, and it worked.

The Supreme Court's Heller decision allows for specific restrictions on who can possess a gun, and where they can possess it. Background checks are the standard means to identify the groups of people who can and can't possess a firearm. This means that Heller does not really protect gun owners from whatever I-594-style monstrosity Bloomberg's millions can buy state by state by state.

I think this idea from one of the comments has merit: AJ Campbell November 5, 2014 I suggest that what otherwise law-abiding Washington gun owners should do is organize a significant civil rights demonstration. Get a large number, hundreds good & thousands great, of gun owners to gather on the grounds of the state capital, with their unloaded guns & with no ammunition onsite, & then everyone swaps guns without doing a BGC! If the authorities arrest anyone then it’s an instant court case. If they don’t then the law has just been nullified & shown publicly to be the sham that it is. Repeat as often as necessary until the law is repealed.

Do it with 81% AK blanks or 3d printed AR lowers if you really want to show how stupid it is.

Eh, that is a stretch. Sham, ok.. but nullified? No.

You're right, not nullified. I just hope something is done rather than nothing I guess.

Yeah, people need to start making 80% lowers available in person for cash. Buying them online defeats some of the purpose.

The Atlantic had an article "The Gun Control Movement Is Learning How To Win". And in the article it said I-594 bypassed state legislature.

Indeed. They will probably propose bills at the state level where they have a good chance to pass in Dem-controlled governments (Dem governors + Dem majorities in state legislature -- like Oregon). In other places with mixed legislative control or GOP governors, they'll turn to the ballot initiatives.

They're not stupid about politics anymore -- Bloomberg was three-time mayor of NYC, so I'm sure he knows how and when to throw an elbow in a political fight. He also knows his face is a liability in many places, so he's not the face of the campaign -- women/moms/victims are, represented by Shannon Watts and Gabby Giffords.

They recognize this is a culture war, now, and they intend to win it as much as possible. I'm sure they've got a strategic plan that includes winning as many state-level restrictions as they can, with the goal of building up consensus and momentum until they can turn things in the Supreme Court.

On top of all that, of course, they have the money to do it, and an accommodating media environment to work from.
