I'm at 3.5k mmr and any time I see Tinker he wins.
Eventually, he gets BoTs mid and goes around stopping every push, creating space, and rekking reamfights

Blink hex. Several blademails. Pipe of insight to push highground. Lots of ways to beat tinker.
gank him maybe?
Prophet, Clockwerk, Centaur. Or in fact anyone who can blink or cancel tinkers blink can wreck him.
I personally prefer clockwerk as you can scout trees with the rocket and your q will stop and tp's. Add a blade mail and tinker can do anything without killing himself.
Clearing trees with someone like timbersaw or lina is also useful. As is bounty hunter's track.
Edit: Disruptor is also quite a trolly pick vs tinker.

bkb and diffusal also work. diffusal for ethereal if you want.
Linkens, bkb, magic resistance, invisiblity, silences.
If you are consistently losing against Tinker in 6.82 you are in need of some serious practice.
I've probably played tinker against you before, one of the ways to beat tinker in 3k-4k mmr is to gank him into oblivion. Control his runes, camp mid, and stop him from stacking jungle.
