Can't view any local users, very frustrating.

I posted about this here, but I have been trying to solve it and nothing works.

I absolutely can not get Tinder to show me any users in my area. I have tried the following:

• verified that my city is set correctly on Facebook
• turned GPS off and then on again
• logged out, logged back in
• changed my mile radius to 50, then to 1
• when I first start and there's my profile photo with the circles around it, tapped the photo
• deleted my account and restarted it.

These were all the suggestions that Tinder Help gave me. Nothing works. I am being shown users who are all "1 mile away", and I am pretty sure they are all in various countries around the world, but they are definitely not near San Francisco (where I am). I think they are mostly in Latin America, Eastern Europe, and Southeast Asia, based on their names and what their photos suggest.

I don't know what I'm doing wrong. I just want to swipe, match, and chat with people in my area. Is this happening for anyone else?
