What's actually happening is that they're merely taking advantage of the automation of the system, and indeed postponing the inevitable. Someone at the IRS opens their letter, changes some properties associated with their SSN (depending on what spells the sov-cit is trying to cast) and then the system assumes they're dead, or moved, or unemployed, or expatriated, or repatriated, or whatever and changes the cash flow of their taxes, which the computers will keep track of but in the meantime spit out a check.
It does not stay unnoticed indefinitely.

Just an observation here: anyone notice female judges tolerate the horseshit from these SC for far longer than they should? Contrast them with the male judges, it's a huge and much more satisfying difference.
