Fullscreen Bug on Video Players

This has been happening for a couple weeks. Every time I go full screen in chrome to watch a video, he top and left edge of the browser are cut out, giving this weird border.

Has anyone else run into this issue, or know how to fix it? I should also note that it is only happening on my DVI connected monitor, but not on HDMI. And I have checked other browsers to make sure it is only happening on chrome.

Edit: Found this related post. Adding a taskbar to the screen is an easy workaround. If anyone finds a real fix to this please mention it.
