I saw one at Mill Pond park a month ago that is. Luckily, I hatched it from vulpix.

Vulpix is so rare downtown, I'm just happy I don't have to go through the struggles of getting it

Constant spawn by my house at a Osler Playground/Park (Queen and Dovercourt). Don't ask how many per hour. I don't camp for Pokemon Go...

They used to spawn along the Rosedale Valley road when game first launched, but I'm not sure if they still do.

im 15 candies away from a NineTails, never seen one in the wild. and have caught all the vulpix so far to get me to 35 candies

6 candies away from evolving my Vulpix, and I had to hatch all of mine to get that far. You lucked out!
