Sorry to hear that you are having trouble with your card, mind shooting me a PM with more details about your system , temperatures, and issues. 

I had this issue, but it was software, not hardeare for me. Try opening your "custom" profile for your fan curve in your overclocking settings. For some reason, the first few times I started my computer with the new card, it kept setting my fan curve to max out at about 20%. Setting up the curve manually a few times seems to have fixed it.

I have tried setting the fan to manual and customized to no avail. I have also tried the "Active Fan" and "Semi Passive" modes. Flashed with F4_beta which did not help either. I have seen them spin up once before Windows started loading.

Really disappointed that this problem wasn't found in QA.
