The strange thing is, each time Elliot is on the train, in the opening of S3E2, they are there in the same clothes!
EDIT: They only wear the same clothes twice. Once they have slightly different clothes but it's strange they are always right there with no emoji heads

I don't think they're the same people, although they are similar enough and blurry enough in the latest episodes to pass for the same people.
Both his and her hair are much longer in the recent episode. Her's is maybe six month's worth of growth longer, so I'm gonna say they're not the same.

They're just following Elliot per Whiterose orders. They want to know everything he does when he's not Mr.Robot. Whiterose is the head of Chinese intelligence so he knows how to play the cloak and dagger game. This is how he's able to use F society rage and good intentions and turned them around to benefit China and hurt the US. Elliot is going to be killed at the end of the series.

Through the ARG, we’ve literally been invited to hack the show. Heck, Elliot even asked us to search for clues around his apartment last season. Some may disregard things like this but others don’t. As we’ve seen, anything can be a clue about what’s going on and, until we know where all the mines are, we can’t derive the key.
When I get a reply like this, it always makes me wonder whether we’re watching the same show.
Maybe because Elliott wasn't looking at them.
