I think it's a paperweight, but if anyone can tell me more, I'd appreciate it. Seems to be partially silver-plated brass.

the overall look of it is giving me a tower of babel vibe, the small square homes with the domed roofs are definitely stylized from the middle east.
Tower of Babel or Middle-Eastern village is the exact vibe I got from it.
It looks like Santorini, nothing more than a resemblance I’m afraid, I won’t pretend to ‘know’ anything about it.
Do you have any more pictures from other angles? looks like you may be able to put an incense cone on the top but that's just a guess and it is hard to tell.

It looks like a simplified copy of a Jerusalem sculpture by Frank Meisler
It's definitely the same idea.
Your suggestion led me to this: https://picclick.com/VIntage-JERUSALEM-Sterling-Silver-925-GLOBE-PAPERWEIGHT-Alsin-Sam-112355846506.html
I think i am going to try to peel off the felt from the base to see if it's signed. However, it doesn't have a sterling mark on the side, so it might be a copy.
I found a sterling mark on the side when I was scraping off the felt. It is very faint and rough, and there is no signature on the bottom, which has led me to think this is probably a copy cast from an original. Doesn't matter -it's still a cool little item.
