Fastest build for t10+ maps?
What do you guys think is THE fastest build under 100ex budget?

Did you by chance mean 100 chaos budget, because if so, the question becomes valid.
Making it 100ex is like asking what's the fastest car you can buy for 15 trillion dollars.

Tornado shot or wander

Qotf Wander/Bow , flicker, raider reave/ST, EK Nova, ?Cospris Discharge?. All of these builds get pretty similar speed. Once you can oneshot packs its all about how fast you move. This is usually with a movement skill, but the proj builds can kill several screens worth of monsters in one hit so they can keep up. Otherwise you want to stack frenzy charges and use WB or Shield Charge.
