Stage 3: Reaching Out

After some form of contact was made, it'd be time for the second step. A sit down talk would be arranged. A series of Parahumans would be invited to various locations via a secondary round of vetted Liaisons. The 'liaisons' would be recruited out of town, given portfolios and only be given information for conversations to be had with the Parahumans, the information the Parahumans submitted earlier, the general intentions and the goal of the meeting. If they were captured, interrogated or anything; it'd be no loss except for the loss of the poor civilians who were partially clueless but just following a set of orders and instructions.

In order of time, potential leaders would be spoken to first then Lieutenants and then 'Enforcers' or potential 'Muscle' and then lastly business venture opportunities. There'd be a few exceptions with already established and or known individuals.

So how it'll work is I'll make a post, tag the users from the other thread (which people can continue to make post on) with a meeting point, setting, so on and so forth and then IC discussions will occur then.
