This is assuming your opponent hasn't submit his/her deck at that time?

It was a known bug, and supposed to be fixed last week. Based on your experience, it means it hasn't been fixed like how wotc claimed

Has anyone else encounter this issue? When I click submit deck and then decide to change something and try to submit my deck a second time I'm unable to do so.

This happens in when I'm playing in Competitive Standard League and I'm just wondering if I need to reinstall Magic Online or if it's an ongoing issue.
