Seems like the only two things left to do are flesh out Kagari’s and Judy’s relationship, then create the video. Do you think episode 22 will deliver the Kagari scene, or will the anime abandon that whole arc altogether?
I get he feeling that it’ll be the main focus of 22 because of Judy’s split second appearance in episode 21.

I think so too. Not sure how much of the >!memories!< arc they'll show. Maybe this is when they'll drop the bomb that >!Kagari had Kurisu's memories lying dormant!<. That would be really cool actually. I completely forgot that anime-onlys still have no idea about this.
I think they’ll do that scene where Kurisu pretends to have been hacked because it was just meant to be animated. They’d be wasting a huge opportunity if they didn’t.

Yep, I think that's where it's heading. The time machine is going to be alright, Hououin Kyouma's going to do his epic speech on top of the radio building, only to be interrupted by Moeka getting a call from Mr. Braun that Kagari was kidnapped and then we're finishing up PR. 23 will be the true end and the OVA will be the anime adaptation of Arc-Light of the Point at Infinity (or a hot springs episode lol).
Or Maho reaching the lab when Kurisu is alive (like in the drama cd)
