on a side note the nerf was -16% so it should be at 54%

Well, going off OP's claim, it seems they multiplied 70% by 0.84(16% reduction), which would make it 58.8%. Not quite 60%, but close enough to OP's claim.

If you test it, it's actually 60%, not 58.8%.

They said 16% in the patch notes. That's wrong, and it's not a rounding error.
0.7*0.84=0.588. Welcome to math
0.588 is not 0.600. I don't know how much simpler I can make this for you people. Yes, it's close, but it's not 16%. If they were rounding, it would still be closer to 14%.
