I'm not aware these are both rules, and if so, they are followed.

I've been yelled at many a time by Cambridge cops for biking on the sidewalk (mind you, I mean arriving at my destination and biking over to the storefront). I've also nearly been arrested when a Critical Mass went up Mass Ave. Cambridge cops are dicks.

That's gotta be the most fucking uncomfortable thing to ride around in. MIT sideways / streets are torn up by the winter.

cop- "son do you know why i pulled you over this evening?"
kart guy- "it's the kart isn't it?"
cop- "well you're only partly right there, i've followed you for a block or two, and i noticed that you failed to signal properly, and that you were driving up here on the sidewalk."
kart guy- "are you kidding me? this has got to be a fucking joke right?"
cop -"sir i'd like to see a license and registration for this thing."

I got arrested for DUI when I was a kid, and had to do a three day stint. I was locked up with an Amish man who got a DUI in a horse buggy.

Here is a video of Guan riding inside the shopping cart at night. It looks hilarious.
The video here is of him riding around the MIT campus is simply awesome. Turbo mode that starts at 3:48 is kickass, you can see the entire shopping cart kick back as he slams the acceleration. At 5:21 when he rides on the street, I'm surprised there isn't accidents or massive rubbernecking. Then you see people throughout just walk by as if nothing special is going on, its like an episode of Eureka and no one in town is surprised.
on the ticket it looks like he was cited for failing to signal, driving on the sidewalk, and not wearing a helmet.
