[Secret] Operation Sakharov, Part 1

secret

From: Central Directorate, Federal Security Bureau

To: District Office, Kiev

[Message decrypted according to 12-C]

Asset D (Station Chief: Sergei Nikolaevich Dragomirov)

You and your cell are to open communication with Rinat Akhmetov, Viktor Pinchuk, Ihor Kolomoyskyi and Dmytro Firtash. These oligarchs are greatly endangered by the rise of the far right in Ukraine and their illegitimately acquired business assets risk being confiscated. They will be the connection pints between us and members of the former Ukrainian government, which will allow us to build a new consolidated opposition.

Each of the oligarchs will be promised asylum in Russia if persecuted, the use of Sberbank and Gazprombank as tax havens with no disclosure of assets to the government of Ukraine, and arms (should they be required) in exchange for seeking to mobilize the former political factions of the country into a single bloc.

Whichever oligarch is most passionate about our operation will be recruited to contact ABBA (Arsen Borysovych Avakov), 4-E (Yatsenyuk), and Cersei (Yulia Tymoshenko) to consolidate their deposed political factions into a single bloc claiming to want to resist the right wing. This operation will be modeled by our previous successful operation - the creation of the Georgian Dream Party under Bidzina Ivanishvili. The politicians will supervise the creation of a vague and appealing populist message, while the oligarchs will mobilize their corrupt contacts in danger of being replaced by right-wing political cohorts and less corrupt officials to form a "deep state" within the Ukraine.

Protests are to begin immediately. The Russian government will support this movement indirectly in public by promising a new round of negotiations with the Ukrainian government over the transfer of sovereignty of the Crimea, which, of course, the nationalist government of Ukraine will refuse - or we will claim they do.

There will be no oversight of any FSB assets over this movement. It will be run purely through our proxies in the Ukrainian business sector.

Asset F (Yury Alexandrevich Kolevin, Director of C-INT, Southwest District) will arrange for the hacking of the Ukrainian nationalist politicians and the disclosure of that information through the oligarchs to the consolidated opposition.

Objective is not to overthrow Ukrainian government, but simply to destabilize and create violent clashes on street. Do not overstep.

Apologies for the wait, but I’ve been having people wait until after the success or failure of the post itself for their detection rolls so I can work that part in

1 - critfail, Russia’s covert operations comms are hidden in non-traditional channels that the UK can’t find

2-3 - damaging failure, some of your taps in Ukraine have been exposed to Russia

4-10 - passive failure

11-16 - minor success, you know russia was behind the protests to a degree

17-19 - good success, you know russia was behind the protests and have evidence

20 - crit, you have the above as well as evidence that Russia was responsible for creating the party

No worries.

Success roll for connections

Roll a d20 by pinging u/rollme and putting “1d20” in [[double brackets]]

1 - failure, the oligarchs are confident in their ability to maintain their positions and all refuse to talk

2-6 - scraping by, one agrees to work with you, although one of the others has explicitly sworn to prevent any successful Russian actions

7-11 - mediocre, two agree, but the other two both seemed ready to work with any elements that came to power indigenously in Ukraine

12-16 - excellent, three of them agree, with the other not wanting to get in the way for fear of risk

17-20 - critical, all four agree to cooperate

Roll for popularity of the new party

1 - critfail, the people are angered at how invested the oligarchs are in this party and the far right surges forward in popularity

2-3 - damaging failure, the party has collapse almost immediately and set one of the two oligarchs against Russia as they’ve developed strong political beliefs

4-7 - passive failure, the party simply fails to gain any momentum

8-12 - minor success, the party has managed to secure approximately 10% support

13-18 - good success, the party has 15% of the population firmly supporting it and another 5% that are leaning toward it

19-20 - critical success, the party has almost a third of people in Ukraine supporting it somehow

Roll for protests

1 - it’s like Euromaidan except everybody who doesn’t support the party is laughing about it. The people who do support the party are scared enough that they won’t do anything.

2- damaging failure, you’ve lost support for the party by making it seem violent

3-6 - passive failure, while some people protested nobody really got worked up

7-12 - minor success, there’s some riots and looting but nothing major

13-17 - good success, there’s some large riots and looting, and a police-caused fatality has enraged the protesters further

18-20 - critical success, some cities are in near anarchy as gunshots ring out between armed protestors and police units
