Clip studio or illustrator are both good, photoshop works too

layering isnt tedious, its convenient, and you dont have to use layers for everything

I was thinking about this, but there are some downsides. Layering is tedious and it's not naturally vectorized.

I am a game industry vet and we largely used flash to draw animated characters.

However, my girlfriend and I have a little pet comic in mind that we've already drawn on on paper and are curious what software packages you guys prefer for drawing static comics.
