Where to start in applying for international study abroad program

Hi y'all, I'm an American Peace Corps Volunteer working in Guinea. A good friend of mine is about to finish High School here and has dreams of getting an education abroad and returning to work as an OBGYN. Unfortunately, the education and training opportunities for this path in Guinea are nearly nonexistent. I want to help connect her with placement/scholarship opportunities that are appropriate for her situation but frankly I have no idea where to start. Does anyone have any personal experience or resources that I could share with her that may be helpful?
