Cross save question.
So I have a friend that originally played on PS4 (prior to Forsaken) and then migrated to PC for Forsaken. He's going to choose to use his PS4 save when September comes. Will he still have access to Forsaken? Or is that specifically if he chooses to transfer his Blizzard characters over to Steam?

Licenses are bound to the platform you play on, not with Bungie. With cross save, you will be able to play any of your platform accounts on any platform you have destiny on (free or purchased). When we transfer to steam, the forsaken license will transfer from Blizzard to steam. This means that the Forsaken content will be available to any of your platform users when playing those users on the PC/steam.
from this it would seem that if my friend picked his PS4 account to use in cross save then he would not have access to Forsaken
They would. You buy the license on the platform you want to play on. If they have forsaken on PC (blizzard and steam mean the same thing here) then come September any character you play on PC will have access to Forsaken content.
since im not directly affiliated with Bungie Support I asked him to put up a post to the Bungie Forums for final clarification. Thanks for the info though I'll pass it along.
Your friend should read this, as this is as official as you are going to get right now: https://www.bungie.net/7/en/CrossSave
Q: Do players need to repurchase Destiny 2 on each Cross Save platform separately? A: Destiny 2 will be accessible to plaoyers on all available platforms for free as Destiny 2: New Light, however players will need to purchase Destiny 2 expansions (Forsaken, Shadowkeep) for each connected platform in order to access that expansion’s content. Cross Save will preserve all gear, character, and items across all platforms regardless of expansion ownership.
Also, this covers a lot of it too in more detail: https://www.vgr.com/destiny-2-bungie-cross-save-support-clarified/
