You mean Malcolm Tucker has just found out that his party deliberately didn't send tellers to count the noes in order to ensure an amendment passed because they thought it would frustrate the bill?
Either, I think one side messed up, there other was conniving
Fairly certain there was no mess-up on the opposition's part, just foul play from the government
