I'm playing on PC and waiting for the Iceborne release. Right now, most event quests are active, and so I'll try to farm quite a bit of gear.
Is there any gear that's event-exclusive, which can be upgraded in Iceborne and is either meta or could become meta in Iceborne at some point?

Wyvern Ignition is the only piece of event gear I know of that has an Iceborne upgrade. Some of the other weapons might have upgrades that I didn’t know about though. Although I don’t think it’s better than the final boss and Rajang GSs.
Wyvern Gs's Upgrade was really bad. The meta GS are Final Boss' and Acidic Glavenus.
I think Rajang is currently the best, I could be wrong but I know a lot of people dropped Acidic Glav once Rajang dropped. Although soon the new siege GS will become rampant. Team Darkside posted a video where the new GS does more damage than Rajang, which I believe had the highest damage out of Shara, Rajang, and Adidic when they did their Iceborne highest damage video.

Good is an understatement. I believe when Team Darkside used Rajang GS they managed to hit for slightly over 7,000 damage against HR Dodogama, compared to their ~5,000 in HR. With the siege GS they hit for 9982 on HR Dodogama. The weapons do look amazing though, not what I expected them to look like but still very cool.
Great question. You could probably play through half of iceborne with using a mix of gear from both. In my opinion, the main point of MR armor is the defense boost. A lot of HR armor has better armor skills and set bonuses. I've wanted to make a post about it, but if you're not getting hit, I would suppose some HR stuff is better.
Arch tempered armor, specifically Teostra. Behemoth stuff could be good for a while.
Well not gear stat wise but there are lost of events that award layered armor which is only for the looks so it's worth getting them.
A lot of charms go for useless to good because they get more levels.
By example earplugs get to 4 and guard to 5.

None that I know of friend, there are a few lesser used items that become useful tho so look forward to that.

I’m afraid you heard wrong. They’re both unreleased as of now, but from the stats we’ve seen, we already have better options in our hands.
The Witcher SnS is an interesting dragon choice, but I don’t think it’s very relevant given the newest monster.
I did say “become”, not “became”, so you can infer that it hasn’t come out yet. I never said it came out. I also said relevant, meaning I didn’t say it was the best option.
From what we could see, we had better options in the base game, and they’re releasing 3-4 months after the base game, and at least a week after the newest monster added weapons that are better than the ones we had in base game. By the time the collar weapons will be out, their stats probably wouldn’t even put them in the top 5 of their weapons types. Given how late they and already power creeped they are, I don’t think it’s fair to call them relevant stats wise.
Fashion wise, I’m gonna be using the Dante cb for a couple of hunts personally, but let’s not put ourselves under the delusion that they’d be relevant to the meta.

Yep, this is probably the best answer.
To further this point, it’s one of the most efficient helms in the game for one of the most efficient sets for max dps.
It's not really worth running for casual play unless you're tryharding to the maximum degree though so I wouldn't go out of my way to get it on PC right now. You could get it much easier later on bullying AT Teo with Master Rank gear.
True. Also another note is due to the fact that it’s still high rank armor, you’re losing out on quite a bit of defense so keep that in mind.
Can I ask, what makes it so much better then the Beta+ helm. While you swap out two level 2 slots for a 4 slot couldn’t you swap enough decos to be equal to it? Like two agitator decos for a single level 4 agitator deco
Agitator is one of the few meta lv2 decos that has a lv4 version with 2 points of the skill. Kaiser Y helm allows you to get the equivalent of a WEX+, a CB+ or a Peak+ deco that don't exist in the game.
