I used to work for Frito, and I’d sometimes see a whole case or two like this that would have to be pulled and a message sent to the boss. Definitely a fill error.
The best ones didn’t have any chips in them at all.

Nah, they used to give these in the lounge in the dubai airport and I once picked one up and I remember there only being like seven or eight chips like this so its not too unreasonable. Probably a filling error tho

Things still slip past unfortunately.
The main difference is how companies handle it.
Had a multipack of walkers before where all the prawn cocktail crisps were near empty bags (half or a couple crisps). Even sent the 4 unopened, but still clearly empty, bags back still sealed when they asked. Got a thank you letter a few weeks later for highlighting the issue and they’d check with the other batches and never heard off them again. Little shits.
Had some half-filled bottles of Budweiser I bought for my brother. They asked for photos (no return) and like a week later had a £50 gift voucher from them to ‘cover the missing amount’ - it was only 2 bottles that were like £2-3 each.
Also had some cereal (I think it was shreddies or cornflakes) that had a stones thing in the bag. They asked for the box and stone sent to them, like 2 weeks later had a parcel turn up with like 8 different boxes of cereal in it and a note saying they’d analysed it and deemed it did come from their factory.
Hand another (smaller) box turn up each month for the following 5 months.
Safe to say we feel more confident buying with 2 out of 3 of those companies.

It’s a negative calorie food. You burn more calories picking up the bag/opening it than you take in while consuming the chips.
