I haven’t been able to figure out how she is related. In the first season I thought she was their Stepsister or Step daughter, but I just watched a scene in season 2 where she is giving a presentation and Maureen pats the back of someone who I feel like is Judy’s mom.
Am I missing something?

Blood relation? The only one she isn't blood related to is John, the dad.
She’s the Robinson’s adopted daughter. I assumed the lady at the presentation was a grandma or some other relative.
She is John Robinson's adopted daughter, and Maureen's biological daughter.
Ohhh that makes more sense
When she’s fixing Don’s nose after she broke it in S1E5, Don says something and her response is John (her dad) came into the picture after she was born.
She's John's adopted daughter, Maureen's biological daughter. I think John and Maureen met when Judy was infant/toddler aged.
That's what I thought too. It was just a throwaway line in series 1. I've watched series one 3 times and the third time was when I worked it out 😁. I think.

How far apart in age are Judy and Penny? I didn’t think that much. Didn’t Maureen’s partner, Judy’s dad, die and she quick hooked up with John??
Judy is 3 years older than Penny.
Yeah it was bad casting because she doesn't look older. I know the actress is, but visually the two look the same age. If I had to guess which one was older I would guess Penny actually. However, I did google their ages and realize that's not the case. I just think that they should have casted someone that looking a little older.
How much older do you need her to look? ... she’s 19 not 27
In S1 their ages seemed a lot different, but now that they're both adults it's not that apparent.
