Should I complete my Duolingo tree first?

Would it be a waste of money to get an Italki account or a tutor when I don't really know all of the basics or at least don't know how to use them in a sentence? I can understand stuff, but sometimes I get confused with the tenses or find they are speaking too quickly. I was thinking I should wait until I finally complete my Duolingo tree before creating an account as what would we even talk about if I have no clue? Yet some website say you should just jump right. What are your thoughts?

Also, is there a app where you can see the teacher but they can't see you? I'm so nervous to be in front of a webcam. I don't even like facetiming with people as I hate seeing myself on the screen, its very distracting.

Duolingo isn’t great if that’s the only resource you’re using, so you should definitely use italki or something else and not just duolingo.

But shouldn't I at least know all the basic words and verbs first? I feel like it would be a waste for them to teach me those kinds of things when I could have learned that on my own first. When I start using italki I want it to use it to learn how to carry a conversation, not learn different types of weather (bad example but you get it)
