Any German users, what is an aktionbond?

My sister lives in Germany and just told me she started saving money for the kids’ college using this aktionbond instrument. What is it and how does it work?

She says they’re giving her 10% per year. That doesn’t sound right to me. I can’t find anything on google relating to this in English. Can anyone help?
