I agree with you, but I also have a theory that the mayor is actually the Speedo-wearing rollerskater. Why? Because in one episode he tells the Belchers that he's late for a meeting with the City Council. No one ever addresses him as the mayor, but I like to think that he is. It matches the rest of the town's eccentric citizens.

He and Linda's brains are just wired differently than other people's. They both make connections that they both get, but nobody else does. And then Bob and Louise have their issues with talking to and assigning personalities to inanimate objects. And Tina is Tina. Such great characters.
