Can someone file take downs for encrypted content?

I understand that copyright or other IP protections can take down content based on the actual content of the file, like if you post a book on a filesharing site, but can the same be said for encrypted content?

If you encrypt a bunch of videos or games and just openly share the key, does anyone have the ability to take it down?

I'm sure if it actually went to court and it was proven that decrypting the files actually lead to the protected content, it could be judged to take it down, but before it is reviewed by a court, is there anything that allows IP owners to make a claim?

The site that you host it on can take it down for any reason they like

I know that, but what I mean is more, is there any actual reason for pressure on them to be effective short of an actual court case?

Depends on the local laws where the file is stored, copyright laws vary a lot throughout the world.

If you keep the file encrypted then they won't really know what it is, unless they get the key and can see it. Overall I don't see things like this getting removed unless they are requested from the owner of the content or it is reported multiple times by users.

Commonly people sharing copyrighted content is done this way. Encrypt the files, and then share the password. Usually it eventually gets taken down, but it will stay up longer.

If you publicly share the key then yes, because then anyone can see what the file contained and a copyright claim can be made. If you only share the key with a couple of friends then no one would know that the file contained copyrighted material and so would have no reason to get taken down
