Commander leveling up guide(incluedes small breakdown of skills too) by Turtle
I wasn´t really sure, how should I begin this, so I will start with explanation, what is this guide going to give you.
On the end of this guide you should be able to calculate your resources for commanders, be able to guess needed level for commander for him to reach max effectivness, but still not use all valuable resources and set up your own build for any ship.
I will divide this whole guide into two bigger parts and that´s gameplay and economy. First will be part with skills and their breakdown, economy will be about leveling up, but it will build on the knowledge from previous part. Enjoy, end of introduction.
Skills, base traits and commander stereotypes
Each commander has basically three parts
- Base trait
- Skills, that depend on his stereotype
- Inspiration slots
Commander stereotypes,
commanders from different nations have same skill set up, from that I figured out name stereotype for that.
- Guy for eveything(Dewey, Togo, Scheer, Jellicoe, Fournett, von Essen): they can be used as commander for anything, although they work very well on DDs, if you want to carry more consumables
- Offensive CA guy(Scott, Yamamoto, Muller, Lemonier, Fraser, Kuznetsov): they are boosting offensive abilities of commander, like for example range of main battery guns, fire chance or AP shell characteristics
- Deffensive CA guy(Kinkaid, Mikawa, Lutjens, Roux, Tennant, Makarov): they are increasing maneuverability of CAs, reduce incoming damage and are generally safer option or very good for some crazy builds(40knot Atago for example)
- Snipy BB guy(Sims, Takagi,Cunnigham, von Hipper, Jaujard,Galler ): they are buffing range of main battery guns, increasing accuracy, but decresing agility of your ship, if you spec for max accuracy build
- Tanki BB guy(Lee, Kondo, Cilliax, Guepratte, Kedrov): they are increasing your rate of fire, increase the amount of damage, that you can heal, because of more heals and keep you longer in the game, if you use them on BB, it´s bit harder to play with them, but you can influece the game way more, if you know, what are you doing.
- Torpedo DD guys(Tanaka, Thyrwhitt,Spee, Aubonneau): featuring skills, that drastically decrease concealment and increase the effectivnes of torpedoes, they are good for torpedo focused ship
- DD hunter or cap conquester guy(Halsey, Kurita, Bey, Trubetskoj): they have skills, that focus on main battery(decrease reload, increase damage per shell etc.) and can equip Twist´n ´Track, which is very good in fighting for cap situations or when hunting down enemy DDs.
- Long range harrasment guy(Burke, Vian, Violet, Gurin), these commanders help with long range shooting on cooldown playstyle, because they increase the range of main battery, increase speed and if you want to spec for it, you can increase dispersion of incoming fire into pretty decent numbers.
Base traits
Each commander has his own unique base trait, that is used as inspiration on other commanders. I am not going to write down list of all base traits in the game, but I will mention few good ones.
Cruisers: Kuznetsov(increase range of CA main battery), Scott(increased precision), Roux/Lutjens(increase HE/AP shell damage), Yamamoto(incresed pentration of AP shells), Muller (increased speed of CAs), Togo (reduced conusmable recharge time), Mikawa/Swirski(increased concealment), Madden(small boost to reload), Lemonier(reduced time, for which are you visible after firing)
Battleships: Cunningham(increased precision), Cilliax (increased AP shell damage), Madden(small boost to reload), Jaujard(increased penetration of BB AP), AL Nelson (reduced incoming damage), Hyde (increased HP pool and from that increased healing per second on repair party), Guepratte(increased speed), Takagi(more healable damage, not 50% of pen damage, but 55% if fully maxed out)
Destroyers: Bey/Swirski(increased concealment), Sims(more HP per tier), Vian (incoming fire dispersion), Thyrwhitt(reduced reload of torpedoes), Tanaka(increased damage of torps), Violet (reduced time, for which are you visible after firing).
Skills,
I will mention only the more important ones for each row, so you can choose, which commander to level up better, after all you can check the skills in the game. This combined with chart, that is bit bellow this, will help you to figureod resource managment bit better.
First row(maxed out on 11): I am not really going to list skills here, because you esentially need to have commander at least on eleven, when the first row skills are maxed out, so we will go further
Second row(maxed out on 12):
- Igniter (increase fire chance)=CAs
- Full speed ahead (increased mobility)=CAs
- Look at me now/Fragile threat(increased concealment)= all classe/DDs
- Go all out(decreased concealment with engine speed boost)= french DDs
- Crisscross/Gyrating Drillbits(increase turet traverse +AP damage on second one)= BBs
- Mortar(increase damage per shell)= DDs
- Azur lane special skills
Other skill, that is good, but doesn´trequire leveling up in this row is: Intuitive (show direction of nearest enemy)
Third row(maxed out on 14)
- Punch trough(increase AP pen)= CAs
- Equilibrium of power(increase He pen, but decrease HE damage, leveling reduces negative part)=russian CLs
- Volunteer(increases amount of DMC charges)=russian BBs
- Sponge/Light fortress(decreases incoming damage)= CAs
- Megalomania(reduces reload time of main battery guns)=french BBs
- Stand or fall(for each % of HP lost, decreases reload time of main battery and torpedoes)=french and british DDs.
Another skill, that is good from beggining is Twist´n ´track(shosws direction of nearest enemy).
Fourth row(maxed out on level 16)
- Master mechanic(grants you more repair parties 1 or 2 and increase healing per second)= BBs
- Sidestep(longer range of main battery guns and increase dispersion of incoming enemy fire)= DDs
Rest of skills in forth row is not really worth it, because you need 8 insignias to get commander to this rank.
Legendary skills: I will just write down the usefull ones and the ones, that are bad.
- Will to rebuild (increase healing per second)=BBs
- Refill station(reduce reload)= CAs
- Fully packed(+1 consumable charge and reduced recharge time)=all classe, but mostly CAs
- Unstoppable(keep moving with damged engine/rudder)= DDs
- Rather be torching(increase fire chance)= DDs
- Give me speed(improved engine boost)= DDs
Straight up bad skills are: Farsight and By the book, other choice is either way better or this do absolutely nothing for you.
Commander ranks
There are two types of commander ranks in the game, standard ranks(onwards only ranks) and legendary ranks.
Standard ranks: there is 16 of them, but only few are really important, we will get to reason why in few lines, for leveling up you are using commander xp, promotion orders (POs) and insignias.
| Rank | Resources needed from rank 1 | Rough time | Result |
|---|---|---|---|
| Rank 7 | 5 POs | 1 week | 1, |
| Rank 11 | 68 POs | 2 weeks | 2, |
| Rank 12 | 103 POs | 3 weeks | 3, |
| Rank 14 | 153 POs + 1 Insignia | 4 weeks + 1 Insignia | 4, |
| Rank 16 | 153 POs+ 8 Insignias | 4 weeks + 8 Insignias | 5, |
1, first inspiration slot unlocked
2, second inspiration slot unlocked and first row skills are fully maxed out
3, second row skills are fully maxed out
4, third row skills are fully maxed out
5, fourth row skills are fully maxed out
Legendary ranks are probably most grindy part of leveling of commander, but you need them to unlock legendary skills and to truly maxed out the skills from skill tree. You need personal or universal accomonadations to level up commanders, first one you can buy in store for 900k commander xp and get them from crates as compensation for duplicate commanders and second one are usually rewards for campaigns and varoius event.
| Legendary rank | Number of accomondations needed | Reason |
|---|---|---|
| Rank 1 | 1 | 1, |
| Rank 2 | 3 | 2, |
| Rank 3 | 7 | 3, |
| Rank 4 | 15 | 4, |
1, unlocks legendary skills, truly maxes out first row skills
2, improves legendary skills, truly maxes out second row skills
3, improves even more legendary skills, truly maxes out third row skills
4, improves legendary skills to max level, truly maxes out fourth row skills
How to collect resources for commanders
This is probably most wanted part of this guide by some players, so here you go.
Commander xp: you collect these by simply playing the game, my usual strategy for their grinding is using as many first win bonuses as possible(preferably on premium ships)
Promotion orders: you can get these by:
- completing the weekly mission and premium supplies, that´s 45 POs per week
- you can get some from camapigns or events
- and right now you can them from russian crates, that cost 750k credits, although chance is only 8%, you can still get global xp and commander xp and it´s still better to have camos, boosters etc. then having 100millions sitting dead in port.
Universal or personal acommonadations: either for duplicates of commanders (from crates or from store for 900k commander xp) or from campaign and various events.
Insignias: these are probably most rare, so use them WISELY. You can get them from campaigns(around 4 per update) or from store(from either admirality or for dubloons, although it´s not really worth it buying them for dubloons)
End
congratulations, if you got here, feel free to ask things, feel free to mention stuff, that I skipped or ask if you want to hear additional info about something and most importantly enjoy the game and keep safe, Turtle
PS: if there are some gramamr mistakes, sorry, English is not my native languge.

I am shocked, that I wrote something so long, smiling turtle emoji
And it's VERY good quality! The detail you went into on everything is something that would take six months of playing to grasp in its entirety. Great work!!
Thanks, I wanted to release it today, so we can ready up for weekly spending on sunday :D.
PS: wrote it in one and half day, pretty fast even for me(laughs writing in speed of swimming turtle)
PS: next one needs to be really good, because this one will be very hard to beat in terms of quality
