Military fiction involving ebola, mech suits, a new American Civil War and a staple gun

SOLVED

Read this book (I think it was part of a series of 2) maybe 10-15 years ago, been bothering me all day. I thought it was a Tom Clancy or Orson Scott Card novel, can't seem to find anything in their bibliographies but it could very well be (don't think it was Executive Orders, though that does have Ebola in it). My memory on it is super fuzzy, so details could be wrong (ie. maybe it wasn't exactly Ebola), and my memories could be split across the series.

From what I remember, it was about a soldier (Navy SEAL maybe?) living in the DC area, it involved a plot to kill the President and a breakout of a new American Civil war in relation to some instability (there was some sort of DC metro area fighting going on). There was a subplot in Africa involving an Ebola outbreak overwhelming the foreign aid medical facilities there. The protagonists had access to some sort of mech suit that enabled jumping very high (I think they leaped into the White House, vaguely remember some sort of plot twist involving the protagonist's friends/soldier buddies and definitely involved shooting the President with a staple or nail gun).

Sorry if this seems like a lot, it's been bothering me and I figured might as well post it here.
